September 1, 2017, the State Administration of Foreign Exchange (SAIC) issued the latest revised toy import regulations. The new regulations indicate that toys imported into India must have a safety certificate that can prove that the imported toy meets the standards set by the Indian Bureau of Standards (BIS); the certificate provided by the toy manufacturer must be able to demonstrate that the imported toy sample has passed the Indian National Test and Calibration Experiment Laboratory certification certified by the independent laboratory.

Several major features of the new rules.

1.The standard is more stringent. The new regulations require that toys imported into India must comply with the standards set by the Indian Bureau of Standards (BIS), IS9873 and IS15644. Prior to the provisions of imported toys in line with the US standard ASTM F963, the international standard ISO8124, the Indian standard IS9873 or EU standard EN 71 in any one of the criteria can be. In addition, the new regulations require testing of phthalate content in toys and are subject to the IS9873 (Part 9) standard.

2.Product limited scope to be expanded.The new regulations include electric toys, that means imported electric toys must comply with the standards set by the Indian Bureau of Standards (BIS) IS15644 (electric toy safety regulations); also increased the swing, slides and other activities of toys and finger paint, that means the imported toys must meet IS9873 (Part4, Part 7).

3.Implementation to be more difficult.The new regulations require that the imported toy samples need to be tested by independent laboratories accredited by the National Testing and Calibration Laboratory Accreditation Association of India. These associations can be anyone which just have passed the recognition of the International Laboratory Accreditation Cooperation Organization and mutual of the organization before. In this regard, the Indian domestic producers said they do not know which independent laboratories have been in line with the Indian National Testing and Calibration Laboratory Accreditation Association certification.
