Chile Announces Draft Amendments To Children's Product Safety Regulations


On October 4, 2021, Chile announced a draft amendment to the Children's Product Safety Regulations, restricting substances such as phthalates, bisphenol A (BPA) and certain solvents. The review period for the draft is until November 29, 2021.

Chile’s existing toy safety regulations (DS114/2005) have restricted certain substances in products. Another regulation on school supplies also restricts the use of lead in paint and the use of solvents in adhesives and glues. However, there are no regulations on the substances in child care products used for breastfeeding or sleep aid. This bill addresses these product categories.

The draft limits the content of phthalates in Edible children's products at 0.1%. The prescribed phthalates include bis(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), butyl benzyl phthalate (BBP), phthalate Diisooctyl dicarboxylate (DINP), diisodecyl phthalate (DIDP) and di-n-octyl phthalate (DNOP); the draft also stipulates the migration limit of the following solvents and reactive monomers: formaldehyde 2.5mg/L, phenol 15mg/L, styrene 0.75mg/L, methanol 5mg/L, toluene 2mg/L, ethylbenzene 1mg/L, xylene (all isomers) 2mg/L (total); heavy metal limit The value remains unchanged from the limit specified in the current regulations.
